Man on P.E.I. banned from owning animals

A P.E.I. man who said he wasn’t taking care of himself or his dog properly was banned Wednesday from owning an animal for five years after pleading guilty to causing a companion animal pain, suffering or injury.

Robert James Vey appeared before Judge John Douglas in provincial court in Charlottetown where he pleaded guilty to a violation of the Animal Welfare Act.

Douglas also fined Vey $200.

The court heard Vey took his dog to a veterinarian in September 2016 where it was diagnosed as being malnourished.

The veterinarian followed up with the P.E.I. Humane Society.

Investigators went to Vey’s apartment where they found the dog on a wet blanket shivering and emaciated with bones protruding.

A veterinarian treating the dog at the Atlantic Veterinary College said it was in the animal’s best interest to euthanize it.

The veterinarian also said the dog wasn’t properly fed.

Defence lawyer Thane MacEachern said the matter was difficult for Vey to deal with and he deeply regretted what happened.

Vey wasn’t taking care of himself or the dog properly and wasn’t able to give it the nutrition it needed, MacEachern said.

The court heard Vey also told police he had lost his best friend.

Before handing down a sentence, Douglas said it wasn’t a case of someone just ignoring an animal or being cruel.

Considering Vey’s personal circumstances, Douglas fined him $200, which is the minimum.

Vey will also be on probation for one year and must pay $697.98 to the P.E.I. Humane Society for costs incurred in caring for the dog.
