From my perspective, the back rooms of political parties are still deciding which potential MLA’s on are on the list presented to the public. So, the parties are narrowing the candidate options of the electorate.
It is a form of guidance and control to be selected as an Island-wide candidate, that the party desires. Control is control, whether open or closed MMP. In either case, the party gets its way.
