Upgrades planned for Charlottetown parkades, including expansion of Fitzroy Street structure

CHARLOTTETOWN, P.E.I. — The City of Charlottetown has set aside nearly $800,000 in its capital budget for upgrades to its three parkades.

The city owns the Queen, Fitzroy and Pownal parkades and has the Charlottetown Area Development Corporation (CADC) manage them.

Of that total, $500,000 has been earmarked for possible expansion to the Fitzroy Street Parkade.

“If we’re going to expand any (of the parkades), that would be the one,’’ said Peter Kelly, chief administrative officer with the city.

Kelly said the city is looking for funding partners to help out with the potential expansion. He noted that expansion makes the most sense with the Fitzroy building and that there are no plans to expand the other two.

“It was initially designed to be able to handle some expansion at minimal cost.’’

Kelly said it’s too early to say how many additional parking spaces an expansion would create.

“We’re running some of those numbers, but we don’t have (anything) concrete as to what that number will be.’’


Parkade changes

Following is a list of capital items in the city’s capital budget for the three parkades:

  • Stairwell door replacements in all three
  • Addition of a generator in the Pownal Parkade
  • A new roll-up door in the Pownal Parkade
  • General maintenance at all three parkades (annual work)
  • Security upgrades in all three parkades (security cameras)
  • $500,000 for potential expansion to Fitzroy Street Parkade (pending other funding sources)
  • $16,000 this year for installation of two electric charge stations in one of the three parkades

All three parkades are getting various upgrades.

Each will be getting new stairwell doors. It will cost $15,000 to replace the old doors on the Queen Parkade, $15,000 at the Fitzroy Street Parkade and $22,500 at the Pownal Parkade.

“Being exposed to the elements, they endure more than most doors,’’ Kelly said.

The Pownal Parkade is also getting a generator for backup in case of a power outage. The other two parkades already have generators.

In addition, the Pownal Parkade is getting a new rollup door.

Kelly said $15,000 will be spent on general maintenance for the usual wear and tear at the parkades.

The city also plans upgrading security in the form of security cameras at three parkades as well.

“In this day and age, you want to protect not only the asset but also those who use the asset, (so) we’re also investing in upgraded security.’’

The capital budget contains $16,500 for two electric charging stations. Kelly said they have decided which parkade they’ll be placed in.

“We do, at least, have the funds to do this pilot project and see how it takes up and if it’s worthwhile doing more down the road. We don’t want to go too deeply into it until we understand the demand.’’
