Charlottetown planning staff to decide if apartment buildings would be too close

Tim Banks wants to put up a four-storey, 23-unit apartment building at 55 and 59 Richmond St., right next to an existing apartment structure, Richmond Place.

Charlottetown city council spent 45 minutes debating the issue at its monthly meeting this month before deciding to defer the matter.

Council wants a signed agreement from Banks that the 13 parking spaces the property is entitled to will be located in the Pownal Parkade, and not along the street.

Council also wants the city’s planning staff to have further discussions with Banks as to the design of the property.

Richmond Place extends right to the property line, as would Banks’. That means the balconies on one side of Richmond Place could come mighty close to those on the other building.

“Balconies are a concern,’’ said Coun. Greg Rivard, chairman of the planning and heritage committees. “It’s going to pose some issues. I don’t blame the residents one bit (for being concerned) and that’s why it was deferred tonight, was to give planning staff and opportunity to go back and meet with the developer in hopes of amending the plan.’’
