The RCMP got the call about the animal in distress about 2 p.m. Sunday to the parking lot of the festival.
Festival organizers had made several unsuccessful attempts to locate the owner of the car at the event before calling police.
The dog was released from the vehicle by the RCMP once they arrived, said a report issued today by the police force.
“The dog was beginning to show signs of distress and immediately exited the vehicle once it was able to,” said the report. “Festival staff were able to collect the dog and keep it safe until the owner arrived back at the vehicle.”
The man was issued a $575 fine under the new Animal Welfare Act and given a future court date if he wished to dispute this matter.
“The RCMP and Provincial Animal Protection Officers and the P.E.I. Humane Society urge the public to make alternate arrangements when travelling with pets. Ensure they are not left in closed vehicles for any length of time especially in the hottest part of the day where temperatures can become extreme in minutes.”
