Belvedere Golf Club in Charlottetown needs to sell land for a condominium development in order to stay in business, says the course’s president.

It’s a development Charlottetown City Council rejected in July, which led to developer Hanmac Inc. appealing the decision.

Jeff Ready, the course’s president, testified at an Island Regulatory and Appeals Commission (IRAC) hearing Wednesday where he said the golf course wanted to sell land for the development to help with its finances. Ready said the course will likely lose $60,000 to $80,000 this year.

“The sale will be imperative to the continued operation of the golf course,” he said.

Hanmac Inc. wanted to build three six-unit condominium buildings near the golf course on a section of land between it and the Co-op grocery store on Walker Drive.

The developer heard concerns about the development during a public meeting, including increased traffic and potential water runoff.

Hanmac Inc. delayed a vote on the necessary rezoning to try and address the concerns, but when it was eventually held, council voted 5-3 against it. The developer then appealed that decision.

During the appeal hearing the commission also heard from the developer and witnesses for the city.

Hanmac Inc. argued council rejected the request without giving sufficient reasons while a lawyer for the city said IRAC couldn’t substitute council’s decision with its own unless there was a procedural error.

Ready told the commission the golf course didn’t have a relationship with the developer other than on the land sale and the club’s members supported the deal. He also detailed some of the club’s woes, saying the number of memberships at the course dropped by about 265 in the last five years.

Ready said the sale would cover about four to six years of losses and the course supported Hanmac Inc.’s appeal.

“Mainly because of the revenue dollars for the golf course,” he said.
