Charlottetown hiring chief administrative officer

The City of Charlottetown is looking for a new top administrative boss.

The city has engaged the services of Island Recruiting to find a permanent chief administrative officer (CAO).

Roy Main had held the job for nine years before he abruptly retired in November. Donna Waddell, director of corporate services, stepped in to fill the hole, putting her own retirement plans on hold. She has agreed to stay until the end of April, pending the availability of whoever is hired in the meantime.

Mayor Clifford Lee said Island Recruiting was selected to handle the process since it would be a conflict of interest for the city’s human resources department to hire the person they will eventually answer to.

“We’re looking for someone who understands and appreciates the importance of municipalities, someone who has had experience in key leadership roles, not necessarily only in government,’’ Lee said Wednesday.

“This position doesn’t need to be filled by a bureaucrat but it may, in fact, end up being someone in government.’’

The initial hiring committee will consist of Lee, Coun. Melissa Hilton, chair of the finance committee, Deputy Mayor Mike Duffy and Coun. Terry MacLeod, chair of the human resource committee. They’ll likely create a shortlist from a list of applicants provided by Island Recruiting.

The second round of interviews will likely involve city council. Reporting to council is one of the CAO’s responsibilities.

Lee said the CAO is a key liaison between council and all city departments.

The city hopes to decide on the successful applicant by the end of March, but Lee wouldn’t attach a date as to when the new CAO would be in place.

“It would depend on that person’s immediate availability. If this person is employed elsewhere locally they may need a few weeks time to give to their current employer to make the transition.’’
