Egmont MP raises concern province not being frugal with money from Ottawa print this article

SUMMERSIDE — The woman who represents Prince Edward Island at the federal cabinet table issued a stark warning Saturday.
Gail Shea is warning the provincial government that federal transfers to the province cannot continue to grow at levels seen in the past.
Shea, the federal Fisheries minister and MP for Egmont,
said she doesn’t believe the province is being frugal enough with the money it is now receiving from Ottawa and she’s fearful the province is heading for “some serious problems.”
“I must warn you that the rate of federal transfers simply cannot continue to grow at this pace,” Shea told party faithful.
“I am very concerned the provincial government is not being frugal with its newfound infusion of money.”
During the PC Party’s annual meeting in Summerside, Shea said while federal transfers grew by 10 per cent over the last four years, the province’s own source revenues grew at less than 4.3 per cent.
The federal government, she said, has pumped $616 million into provincial coffers in 2009/10 — enough to fund the Departments of Health, Agriculture, Environment, Fisheries, Tourism and Transportation and Public Works.
Expenditure growth, Shea added, is growing at a rate of nine per cent in P.E.I.
“As a province we are receiving more revenue than ever, but we’re also posting one of the highest budget deficits ever,” Shea added.
“I am no economist, like most of you in this room, but I can tell if your revenues are growing by 4.3 per cent and your expenses are growing by nine per cent you’re probably headed for some serious problems.”
The MP also discussed federal politics, saying the Stephen Harper government is now only 10 seats away from a majority government after the party won two of the three seats up for grabs in byelections earlier this month.
During her 15-minute address, Shea also addressed the blockbuster deal that will see NB Power sold to Hydro-Quebec.
It was revealed on Friday that Prince Edward Island is part of those talks.
The province hopes to be able to buy cheaper hydro power from Quebec.
Shea encouraged the Opposition government to hold the provincial government accountable to make the right decision going forward on the province’s energy future.
“As a federal government, we have supported an Atlantic Energy Gateway but I think it’s too early to say what will happen around the Atlantic Energy Gateway,” said Shea, adding the gateway is a tremendous opportunity for the region to become a regional energy exporter.
Premier Robert Ghiz has long complained of a fiscal imbalance between the federal and provincial governments.
Shea said that fiscal imbalance has now been corrected in Prince Edward Island’s favour.
In an interview, Shea said she decided to speak out about the province’s finances as a preemptive strike, adding that she expects the provincial government will go on the attack against its federal counterpart once revenues are reduced from Ottawa.
She made that point clear during her speech as well.
“So in the upcoming years I just want you to be aware when the province is blaming the federal government for the deficits, I don’t want you to be fooled.
The province is receiving their fair share of the federal pie and have been for a couple of years now.”

Federal moves:

Saturday’s annual meeting of the Progressive Conservative Party may have dealt almost exclusively with provincial politics, but those who want to represent the party federally were working the room.
It is also becoming much clearer who will be seeking nominations for the federal Conservatives.
Their names were announced during the meeting.
— In Charlottetown, Robert Campbell and Donna Profit will seek the nomination. The convention date has been set. It will be held Friday, Nov. 27, at 7:15 p.m. at Park Royal Church Hall in Charlottetown.
— In Malpeque, former Atlantic Veterinary College president Tim Ogilvie will seek the nomination. A date has not been set for that nominating convention.
— In Cardigan, Stratford lawyer Kerri Carpenter will seek the nomination. She’s originally from Souris. No date has been set for that convention either.

JD from PE writes: Wonder what Sheridan & Ghiz will do with the looming $175 Million dollar deficit on the way for the spring?

This deficit will make the 7.5% solution look like cake walk.

We can already see what is the works the new so called at arms length health Agency quickly set up so there can be hospitals shut down to save money and keep the politicians at arms length.

Which hospitals will go? Alberton, Oleary, or Kins County?

With a $175 Million dollar deficit the a 7.5% solution would have to be a 20% solution.

Imagine if they had kept some of the $400 Million dollars of PNP Money that supposedly came into PEI. Where did it go?

Gail Shea is right on the money but problem is that the Problem is already here.

Adam Glass from Baie Egmont, PEI writes: This is typical of the Conservative party of Canada and their tactics lately. They are trying to pass out water bottles to school children with Conservative party logos on them in Ontario.

Now we have the MP from our beloved Egmont riding trying to fear monger Islanders into believing that the money coming from Ottawa to PEI is being mis-spent by the current provincial Liberal government.

Ms. Shea...do you believe that you can bully Islanders into voting for the Conservative party in the next provincial, or for that matter, Federal election.

The way your Federal government is hanging on by a thread, I would think that you would be more worried about how much longer you'll have your job in Ottawa. Your time might be better spent tending to business in your cushy Ottawa office. It seems we only see you back on the Island when you have a cheque to hand out for a photo op...and that's not very often.

Bring on the Conservative die-hards. I'm sure they'll be putting in their two-cents worth here very shortly.

just the facts from pei writes: I am glad Mrs Shea is making people aware of what is going on, the province has more money than ever thanks to her efforts and so they will blame her if that does not continue. With 616 million in direct transfers Premier Ghiz should be saying thank you once in a while!

Powerful Women from PEI writes: We are looking at what could be the 3 most powerful political people in 2011. Crane as Premier, Poirier as Treasurer, and Shea still in federal Cabinet.

Bodes well for a party trying to recruit female candidates.

Wayne MacKinnon from Marshfield, P.E.I. writes: Gail Shea could have elaborated a little more on the discussion on transfer payments. With the province of Ontario in tough economic shape, the Gravy Train from Ottawa will need to make stops there first to drop off some money making the share for P.E.I.smaller.

Do the math, this will leave less for P.E.I., Ontario has 75 seats ,we have four.

Shea Has Valid Point from PEI writes: Shea has a valid point! When your receiving 4.3% and spending 9% there is going to be a serious problem!

I've been wondering for the past two years where the HEY all our Provincial Government Funding $$$$$'s were coming from!!! Especially given Wes Sheridan's last report on a $173 Billion Dollar Deficit!!!! The largest Deficit to ever reported!! Guess who is going to be on the hook for the pay back???

I think Minister Shea has every right to address this subject!! And I for one am glad she brought it to the Public's Attention! If our Government keeps spending at the rate it has been we're going to be in DETRIMENTAL Circumstances if we aren't there ALREADY!!

Short term politcal spin over the long-term good of the province, based on a 5th Floor assessement of the stupidity of Islanders.

Or take the warning from Shea seriously Rob. Your federal Liberal friends will not be in power for a long long time to come so the boys can't bail you out.

The American economy is soft, especially markets for PEI primary products and investment for your supposed new innovation sectors. Rob, you killed the PNP with the Brightoneseque pig down in 2008, denying legitimate opportunities to the rest of us and shooting your own innovation plans in the foot.

Shea has warned you. DBRS has warned you.

So what will it be, Rob? More press releases and glossy flyers? Or the fiscal recovery plan being demanded by bond raters and the feds and expected soon from you and Wessie?

Better crank up the printing press for the Christmas flyer, eh Rob? Sheer fakery! But Rob you have got to be you eh man?

Ideas that did not work before are being brought back into play. Too many companies are being propped up with tax dollars only to slump shortly afterwards. Too much double talk is used by politicians to convince the taxpayers that they are not paying for this or that but anyone with grade two education knows differently. Point in fact - that tunnel from Confed to the old Holman's building. Both Federal and Provincial tax going into that but government would have us believe it is all going to be paid for by the off-Island businessman who wants it. Tax dollars also going into English Language seats after millions of dollars floated into PEI from the program that should be paying for those seats. If that subject was to be interpreted correctly it would tell us that we are paying for those seats for people that were certainly well off enough to hand our government millions of dollars in order to come here. Why, pray tell, were those that struggle with the costs of heat, electricity and food made to pay for those seats ? I realize Ms. Shea is talking about Federal monies. The fact is that the more Provincial money that gets wasted the more Federal money becomes necessary. But guess what hardly anyone is realizing - we all pay Federal tax as well as Provincial. So the Island taxpayer is getting shafted twice.

Does anyone see a pattern here?
I suggest Olive Crane not to cosy up too close to Gail when talking finances or she will crash and burn faster than the conservative backroom can stick a fork in her.

This is a great idea. The party should know all that it can about their next leader.
It is a bit excessive. Is it really relevant to know whether a potential leader cheated on a high school exam?
