Charlottetown begins two road construction projects print this article

Crews will begin laying the groundwork next week for two important traffic projects that will make Charlottetown an easier city to get around in.
The first phase of the University Avenue widening project starts Nov. 9 when contractors begin widening the section of University Avenue — between Browns Court and Enman Crescent — from two to four lanes.
“Making this stretch of University Avenue four lanes will certainly improve traffic flow to the downtown by reducing the bottleneck that now occurs,” said Terry Bernard, chair of the city’s Public Works Committee.
“We’re working with the contractors to minimize traffic delays during the construction period.”
For the next six weeks, crews will be placing and compacting fill on the west side of University Ave., moving pedestrians to the west side and infilling work on the east side.
Traffic flow will continue in both directions with small periods of one-way alternating, if it becomes necessary and flaggers will be posted at each end of the section to direct traffic.
They will let the materials “settle” throughout the winter and carry out the majority of the project in 2010.
This project will create dual-lane travel in each direction from Belvedere Avenue to Capital Drive. Crews will not only widen the road, but build turning lanes and make other changes to the existing right-of-way. Upgrades will be made to the University Avenue/Enman Crescent intersection for better left-turning, and sidewalks will be built on the west side of University Avenue from Belvedere Avenue to Enman Crescent. Crews will also review and upgrade traffic control signals at University Avenue and Belvedere and Belvedere and Mount Edward Road.
The city will release a formal design of the 2010 work plan in the spring.
Also beginning Monday, the city will lay the groundwork for a re-design of the intersection of Allen Street at Mt. Edward Road.
This upgrade of underground services will position the city for the intersection redesign which includes the new storm sewer system, sidewalks and street lighting.
The co-operation and understanding of the area businesses, residents and general public is greatly appreciated during these improvements.

Poor Time For Road Work from PEI writes: Poor time for road work just when Winter is arriving! Especially given this project will only widen half of University Ave.! It won't do anything for the Traffic Clogs now experienced!

If your going to do it DO IT RIGHT or not at all !

IMO MORE TAX MONEY WASTED !
When can we expect the REDO to correct the SNAFUS? Too many poorly designed Road Projects taking place that later have to be redone!

The planners always come up a little short when doing a project. I guess this is to create make work projects for the future.

questions from Ch'town, pei writes: So you're widening University Avenue between Brown's Court and Enman Crescent....

#1 Put in a median from Allen Street north with openings at certain locations for left hand turning. This will improve traffic flow.

#2 Get rid of some of the left hand turns for minor streets such as Brown's, Enman, etc. Such roads Should only be accessible by southbound traffic.

#3 Put in shouldered concrete curbs with integrated gutters the entire length of this road.

#4 Have sidewalks on both sides of the road from downtown to Winsloe. Ever noticed that there isn't a sidewalk between UPEI and Allen Street on the east side of the road? Yet hundreds of people wear a path along the grass there every day.

#5 Have you considered the aesthetic issues? Trees, trees, trees - both sides, the entire length.

#6 WHERE IS OUR TRAFFIC SIGNAL SYNCHRONIZATION SYSTEM ?????

Throwing millions of infrastructure money at something like road construction to alleviate one TINY area of congestion while doing nothing to implement TSS speaks to council's priorities. Obviously they want to spend federal, provincial and municipal taxpayers' dollars on pork for politically-connected road construction companies rather than an equivalent amount for implementing TSS across the entire city which would benefit all Islanders, not just those that drive on the avenue.

TSS would make a dramatic impact on our congestion issues very quickly. Yet City Hall does nothing on this issue and throws our hard earned money at asphalt that will crumble within 5 years due to frost heaves.
