City company on shaky ground now being investigated print this article
WAYNE THIBODEAU
The Guardian

A wind turbine maker based in Charlottetown is under investigation by P.E.I.’s Labour Relations Board after employees complained they were owed up to eight weeks of back pay.
Entegrity Wind Systems sent most of their workers home late last month after running into financial trouble.
But most of their 50 workers haven’t been paid since mid-May.
The company has not filed for bankruptcy.
Roy Doucette, director of labour and industrial relations with the Department of Labour, said they are still trying to determine the status of the company.
The department issued an order this week that requires Entegrity to pay its employees.
The company has 10 days to appeal. If it doesn’t pay their employees, the Department of Labour will issue a judgment against Entegrity in the courts.
“We don’t know a whole lot yet, except for the fact we have employees obviously who have not been paid,” Doucette told The Guardian.
“We have authority to put third-party demands on monies coming into the company.”
Most of the companies Entegrity does business with appear to be in the
U.S.
“We’re not going to be able to do third-party demands if it’s outside Canada,” added Doucette.
Entegrity has offices in Charlottetown as well as in Boulder, Colo. It also has a production plant in Albany, P.E.I.
It manufactures, installs, and maintains a 50-kilowatt commercial-scale wind turbine.
While the company has customers across North America, it also has wind turbines located in P.E.I. Their turbines are located at Gerrit Visser & Sons Farm in Orwell, the federal agricultural farm in Harrington, Superior Sanitation in Charlottetown, Gulf Shore School in North Rustico, Kool Breeze Farms in Summerside and two at Trout River Industries in Coleman.
The company’s partners include James Heath, Peter Wilson, and Malcolm Lodge of P.E.I.
The Guardian left messages at the company’s offices in both Charlottetown and Boulder, but the  messages were not returned.
There were also messages left on James Heath’s cellular telephone as well as at Malcolm Lodge’s home.
Heath is chairman, president and CEO, while Lodge is chief technical officer.
None of those messages were returned either.
The company’s Charlottetown offices, on the second floor of 34B Belmont Street, sit empty and the doors are locked.
Behind the frosted glass windows, the desks sit with papers and notepads on top.
The red light, indicating messages are waiting, continues to flash on the receptionist’s telephone.
Sources say company officials are in and out of the offices on a daily basis, but they never stay long.
P.E.I. taxpayers could be on the hook for $400,000 if the company fails.
Innovation Minister Allan Campbell described the situation as unfortunate.
But Campbell said the province is still prepared to work with the company.
“We’re not the primary lender at Entegrity,” said Campbell.
“What I understand is that the company has suspended operations. It’s not necessarily shut down. They’re accessing some professional advice. They have somebody in taking a look at the operation.”
The Guardian spoke to several employees who said they haven’t been paid for six to eight weeks and cannot file for employment insurance because the company’s future remains unknown.
Environment Minister Richard Brown, who is also the MLA for the district where Entegrity is based, said the company remains an integral part of the province’s wind energy plan. He described the problems facing the company as a “bump on the road.”
“Entegrity Wind is a great company, they’ve done a lot of great things. The people that are involved in it have been in the wind business for a substantial amount of time,” said Brown.
“Entegrity Wind was and is a strategic partner in the development of wind in Prince Edward Island.”
Brown said the company is blaming its problems on the economy. He describes it as a “transition period.”
As long as the company can get new financing in place, Brown said he expects the employees will be paid. He said he wouldn’t be opposed to pumping more public money into the company as long as a strong business case can be made.
“It’s a great company for the district. It created quite a few jobs and I don’t want to lose those jobs.”

Linda Fergman from Charlottetown, PEI writes: It is very unfortunate that media presents this story in such a negative light. Government should support these types of businesses instead of punishing when hard times come about. This is one of the few manufacturing companies on the Island with the internaional reach and reputaion. We should be proud to have them at PEI and offer support to bring them back into business.
Instead, we are making a negative sensation and investigating the voice machine lights in their closed office...

Matt from PE writes: Come on Linda. Negative media story. This company refuses to meet with its staff that is has NOT paid in 8 weeks. I don't know much about the company's past but if they are such a great company then they should be paying their staff. How would you like to be locked out of your workplace and not paid for 8 weeks? I bet you still wouldn't use words like international reach and reputation - both words you spelled wrong.

RED NEX from PEI writes: Linda Fergman , they have not paid theor employees since May,Can can you be positive.
I wonder what you'd say, if you were any employee?

In this case, I agree with the way the Guardian reported the story.

Staff First Priority! from PEI writes: I disagree with the first commenter, Linda Ferguson. I don't feel the following statements present the story in a negative light.

I do feel the following statements confirm that this company is responsible for producing a negative result for the 50 employees who have not received any wages since Mid May and a Provincial Business Investment that apparently was not as lucrative as expected !

Statement: The department issued an order this week that requires Entegrity to pay its employees. The company has 10 days to appeal. If it doesn’t pay their employees, the Department of Labour will issue a judgment against Entegrity in the courts. most of their 50 workers haven’t been paid since mid-May.

I also don't believe this Company has done much for their PR by closing their office, shutting their doors, refusing to answer calls or to speak to anyone concerning their untimely disappearance!

Minister Brown stated: “It’s a great company for the district. It created quite a few jobs and I don’t want to lose those jobs.”

My reply to that is this - If it's such a great company I would think it would have been more forthcoming versus secretive and more responsible to their staff! Why would Minister Brown want to conduct business with a Company that provides jobs that no one is getting paid to do? And how is that seen as productive for Islanders?

Could it be that this was a business venture that our Goverment went into without thoroughly investigating the Company they choose to Invest in! Maybe they should have taken more time to ensure the tax payers monies they were investing were being invested in a solid and lucrative Company!

In any case, I'm not at all impressed. But then, any expectations I might have had of being impressed with our current Goverment have fisseled out a long, long time ago!

Richard Colby from Largo, Florida writes: Seems to me it is typical Canadian for government to be involved in what should be private enterprise. Are there no banks or private venture capital risk takers in Canada or is it just that government is an easy mark?

money down the drain from PEI writes: PEI taxpayers on the hook for $400,000. How many more times does this have to happen? Government is just so happy to fund businesses that it really doesn't matter to them.

nitpicker from Charlottetown, PEI writes: The issue to me is that of EI. Why can't they file a claim? They haven't been paid is weeks, there's no work for them to go to...seems like a layoff to me. If Harper is looking to fix EI loopholes to allow those who have paid into the program more access to it, here's an opportunity.

The Question from PEI writes: A commenter asked:
How many more times does this have to happen?

Untill citizens vote on the issues and not the Party.

Untill citizens vote for the Man they feel is most qualified, most deserving of the position, not the Party.

Untill citizens demand accountability of those THEY ELECTED when they believe those elected are not Governing in THEIR best interests!

Untill Citizens demand accountablility of those THEY ELECTED when they feel Goverment's management of the people's assets are not being handled according to their best interests!

How many more times does this have to happen?

Untill citizens stand up and demand answers, explanations, Accountability from their Goverment!

On PEI, this means, this will happen many, many, more times! As Islanders will never stand up or hold their Goverment accountable!

Perplexed from PEI writes: Not sure if this company was or is a good investment for the private and public investors. However, I am perplexed by Richard Colby's comment from Florida. Isn't the USA in the midst of the biggest government bailout in history...for a multitude of private businesses? Guess it's easier to look for issues over the fence than in one's own yard.

Sean from PE writes: I want to know who moderates these comments, and I would also like to know why my comment was allowed! It was relative to the story, you seem to allow pointless comments about someone else's spelling or english go back and forth, which certainly isn't relative. You seem to moderate on a 'don't rock the boat' basis, which pretty much puts the screws to any sort of freedom of speech.

My comment was about companies hiding behind a veil of paperwork to protect themselves, and its the individuals that usually get hurt. (implying that I support the government stepping in.)

Hugh Jazz from PEI writes: Intereting how Mr. Brown is quick to say Entegrity Wind is a great company, they’ve done a lot of great things. Is leaving your workers without pay for 8 weeks one of those great things Mr.Brown? Most great companies as you called them make sure that their employees are paid. I wonder if you had not been paid for 8 weeks if you would have a problem with that?

Perhaps you should have as much loyality to the public voters as you seem to have for the company. Oh wait a minute having green companies in PEI would make an Environment Minister look good wouldnt it.

ban corporate welfare from PEI writes: @ LINDA FERGMAN

You must either be a commie-socialist or you really LOVE paying taxes every April (and everytime you buy gas, groceries, etc.)

Give me a break!

NO MORE TAXPAYER MONEY FOR COMPANIES! !!!!!!!

That means a big fat ZERO for Irvings, Tim Banks, Entegrity, Fortius, Atlantic Turbines, Wal-Mart (remember when Eatons left? - we gave them free traffic lights and parking lots!!!), Entegrity Wind Systems, and oh yes, POLAR FOODS and ATLANTIC BEEF.

Stop wasting our tax dollars!

Not a single red cent more!

Enforce the laws to make Entegrity pay its employees - no problem with that. That's only fair that the law assist employees.

But politicians absolutely must stop using taxpayers money like they're personal/corporate bankers to subsidize companies.

That's what a bank is for. Check under ''B'' in the Yellow Pages. Trust me, they're there and they have oodles of money and ought to know how to assess risk for investing. Government surely doesn't.

And don't get me started on the PnP. That program should be DEEP SIXED stat. Again, politicians with their hands in the cookie jar. Should never have happened.

When is the RCMP's Commercial Crime people going to start investigating PEI politicians for the corruption and illegal use of taxpayer money to subsidize and prop up companies that end up going belly up?

Den from PEI writes: The risk is now taken out of business. If it starts losing money, cry me a river and we'll let the taxpayer foot the bill for your shoddy business practices and mismanagement. The buck should stop here.

READER FEEDBACK
What is your opinion of the 30-page application form to be filled out by potential leadership candidates for the Progressive Conservative Party of P.E.I.?

This is a great idea. The party should know all that it can about their next leader.
It is a bit excessive. Is it really relevant to know whether a potential leader cheated on a high school exam?
