Deputy receives funds from PNP BY TERESA WRIGHT The Guardian
The former deputy minister responsible for the Provincial Nomination Program admitted that he received immigrant money through this program after questions were raised Friday by the Opposition leader about his involvement.
Brooke MacMillan was appointed deputy minister for the Department of Innovation and Advanced Learning under minister Richard Brown when the Liberals took power in June 2007. He was shifted out of the department and appointed head of the P.E.I. Liquor Control Commission last
August.
On Friday, Opposition Leader Olive Crane asked Brown in the legislature if MacMillan ever applied for or received immigrant money through the Provincial Nominee Program (PNP).
Brown wouldn’t directly answer the question, but instead accused Crane of using the privilege of the house, which prevents MLAs from being sued, to make wild allegations about MacMillan.
“She can say anything she wants in this chamber because she has immunity in this chamber — but we have professionals right now looking into this program, they’re called the auditor general’s office, and they will interrogate, investigate and report back to this legislature in a professional manner and will have the facts and figures,’’ Brown said.
But later in the day Friday, MacMillan released a brief statement to the media, saying he did in fact receive investment units through the PNP under the previous Conservative government and under the current Liberal administration. But not while he was “deputy responsible for the program,’’ MacMillan’s statement says.
Brown said he never discussed PNP with MacMillan.
And he says MacMillan’s move out of the Innovation Department had nothing to do with the
PNP.
He was moved out to allow the current deputy, Michael Mayne, to take over, Brown said.
“The department was instructed we would implement the innovation strategy, the Island prosperity plan, and (Mayne) was going to be deputy,’’ Brown said.
When asked, he would not say whether he knew MacMillan had received investment units.
Deputy ministers are subject to conflict of interest guidelines, but as appointed bureaucrats, the final decision on whether a conflict might exist rests with the premier.
Premier Robert Ghiz said an issue pertaining to a possible conflict of interest was brought to his attention with regards to MacMillan and the Provincial Nominee Program but wouldn’t say what that issue was.
“There was some issues that were brought to my attention,’’ he said.
“But that happens all the time within government, there’s always issues coming to my attention.’’
Saying anything more would be against the rules, Ghiz said.
“I would be breaching privacy rules if I came out and disclosed who did or did not qualify under this program.”
That’s why Crane is calling for a full public inquiry into the PNP and how it was administered.
“We have lots of questions about the administration, including the role of ministers and MLAs and deputy ministers,’’ Crane said.
“There are serious rumours out there that need to be addressed and taken in a serious way. There’s a lot of red flags here and a lot of tough questions that need to be asked and, more importantly, answered,’’ Crane said.
The Provincial Nominee Program (PNP) offered expedited Canadian visas for immigrants who were willing to invest $200,000 in an Island company.
Over 1,800 PNP applications were processed by the P.E.I. government between April and Sept. 2, 2008.
The provincial auditor general and the public accounts committee are currently conducting investigations into the administration of the PNP.

Any member of the legislature should be allowed to say any thing that they want in order to get to the bottom of things and now they are complaining the the opposition wants answers, I really hope that they get out of office before any of them get arrested and ruin their lives.

This money should have gone to legitimate companies that would have helped the immigrants succeed here in PEI. Most business owners get their advise from these professionals. In my opinion lawyers and accountants have a burden of responsibility in this mess.

George from Charlottetown, PE writes: The problem here seems to be that the complex issues surrounding the Provincial Nomination Program PNP are not easily translated into simplistic terms under the current restrictions placed on our MLA’s. The privacy rules referred to by Premier Ghiz are something I take issue with as I think privacy should be lost when public administrated contracts and or funds are involved. This alone would decrees the demand for those funds and insure the best use of those monies. Both the Liberals and Conservatives administrated the PNP and I am sure there was an increase in new company registrations so that accessibility to this new source of funding would be wide spread. That being said the Premier did the right thing by having the Auditor General examine the distribution and use of those funds, further the Public Accounts Committee investigation along with Opposition Leader Olive Crane’s actions in the house will assure a level of accountability satisfactory to this Islander. But coming to a conclusion prior to the all the information being released is problematic at best, lets allow the people we elected to do their jobs and if needs be the RCMP as well. Violating the public trust is not a slap on the wrist action.

George from PE writes: Sheesh...when I was a civil servant I had to fill in and sign papers to indicate any possible situations for a conflict of interest as a servant to the public.
Looks like that was just for the small fry...not the big boys up top. They can shuffle the papers around all they want.
In all my years in government I have never, and I mean never, seen such blatent underhandedness.

Bill Bradley from Johnstons River, PE writes: This is to Joe from PEI nobody is saying that the PNP is a bad thing, we are saying that illegal acts are and were being commited and everyone is seeing that there is a huge cover up.
The pnp could be a great way for Island companies to get a helping hand from well to do immigrants basically lending them money so interest can be made from it and then they get their money back if they stay for a predetermined amount of time.
They want to keep the money and I sense that the reason they want to do this is that they can't account for the monies that should be accounted for.
I guess the police should be called and let them do a full investigation, if that doesn't annoy little Robbies so called concern for privacy.

C. Little from PE writes: This whole notion of ‘we will deal with this internally’ sounds just like a family where abuse is enabled. As it is an international matter, and Canada and PEI will be judged internationally, it is a matter for a higher body to investigate. It is not something we can ‘keep on PEI.’ If there was no fraud and abuse of process, as Brown has stated, then there is nothing to worry about. This is a matter for the RCMP or CSIS.

The old line about not being able to answer questions because of an investigation ONLY works if it is the Police who are Investigating.
So this begs the question.
Why hasn't Premier Ghiz called in the RCMP to investigate and just what does the public of PEI have to do to get to the bottom of this growing scandal.
This scandal grows every week. First it was MLA's. Now it is Deputies all caught with their hands in the Taxpayer's Cookie Jar.
A public inquiry could be good but a good old fashion RCMP Investigation by outside RCMP Officials. Get the RCMP from Ottawa down here part of the RCMP that Ghiz's Provincial Attorney General can't control.

Mary Cudmore from Charlottetown, PEI writes: I think the current Liberal Govt may becoming too arrogant in regards to how they handle our public purse and their attitude towards the PC opposition. Olive Crane has every right to ask those questions about the involvement of the MLA's or government employees in the PNP.
The Liberals gave out $400K of the taxpayers money to the concert at Alexandria. Somebody walked away with their hands full at the expense of taxpayers money. If promoters want to bring a concert to PEI, then put up collateral or get your funding from another source, taxpayers don't benefit from it. That 400K could have went to much needed health care projects. There are a lot of unanswered questions about the PNP program and the MLA involvement. If it was administered under the former PC government, then that should also be looked at. Taxpayers are getting fed up over the blatant disrespect of elected officials. They won't forget all this when the next election comes around. If there is nothing to hide, then why go to great lengths to avoid the questioning. The public has a right to know.

If Richard Brown and the others in so called power right now have nothing to HIDE, Then they have absolutely Nothing to worry about when the RCMP do investigate. Wives would under the strick letter of the law be allowed to get approval while the deputy sat in the chair. Am I the only former liberal voter that feels let down and ashamed of our elected governmnent. I still have my red liberal card but I doubt I will even go to the polls next time. I must say I like Olive Crane and I just might turn a lot of heads and give her the nod next time. where is the media? from charlottetown, pe writes: Its amazing ... John Jeffery is the political reporter for our publicly funded broadcaster. He is paid public funds to watch over these guys. Word has been out for months about Macmillan getting pnp money. Did Jeffery even ask the question of Brown or Macmillan just once? Why did the CBC not disclose Jeffery's hand in the cookie jar months or years before? Why is he still working for the CBC when he is taking money from a program he should be the media watchdog over?

Bobby Joe wizzle from coffee shop, SASK writes: I've been reading about this and other stories from PEI for a while now. There was a lot of excitement when Robert got elected. But since then it has been straight down hill. Is there no way to force an election short of waiting 3.5 years. There is never anyone with anything positive to say about this government. Usually there are at least the old diehards but, even they seem to be having trouble holding their heads up. Hopefully the Conservatives and smaller parties will hold their leadership conventions in 2009 and get on with raising the bar of public administration, from the low level it has sunk under the direction of Robert Ghiz. He's going to drive the Liberals out of power on PEI for a very long time. They are amazingly distasteful and corrupt. Did they actually think Islanders where that stupid. I'll be back on the Island for Christmas and I'm sure I'll get lot's of details then. W-Five should get this story I am sure they'd get top ratings across the country.
