High school students take over Charlottetown council for a day

Students from Colonel Gray High School took over council chambers at Charlottetown City Hall Tuesday, role-playing as council and city hall staff.

The Grade 11 youth council conducted their own council meeting, debating their own agenda items and resolutions.

“This opportunity provides students a first-hand experience of how municipal bylaws are created and implemented by Council and its administration,” says Mayor Clifford Lee.

“It also helps them gain a better understanding of the work within the City of Charlottetown Corporation.The unique opportunity allows the students to present their ideas for the future of Charlottetown, perhaps influencing current municipal councilors.”

The students stepped into the roles of current day mayor and city councillors, taking on the names of those elected officials and current staff. Topics discussed by the students included road repair, boardwalk installation and repair, the city’s new water source, the Simmons Arena, maintaining sports fields, sprinklers in Charlottetown homes and policing in schools.

In advance of the youth council meeting, the students learned about municipal government, prepared their platform and organized their debate through their Social Studies Law 521A Canadian Law class, under the direction of their teacher, Thane Arsenault.

They sourced details from the Charlottetown Area Municipalities Act, a guide to local government in Prince Edward Island, a handbook for policy makers in municipal government as well as minutes from city council meetings in 1864.

The youth council meeting is one of the City’s 2014 projects of as part of the 150th anniversary celebrations in recognition of the historic 1864 Charlottetown Conference of the Fathers of Confederation.
