Manitoba falling short of Kyoto target, needs better business loan rules: auditor

WINNIPEG - Manitoba is falling short of its greenhouse gas emission targets and needs to tighten some of its rules for business loans.

Those are the two key findings in the most recent report from the province's auditor general.

Carol Bellringer says Manitoba is on track to register more than 21 megatonnes of greenhouse gases by 2012 instead of reducing emissions to 17.5 megatonnes.

The auditor's report also points to problems with business loans issued by the Department of Entrepreneurship, Training and Trade.

The report says some companies received loans without providing proper business plans.

It also says the department offered different interest rates, fees and penalties to different companies without any guidelines.
