Violent protesters smash windows, set fires to greet G20 leaders in Toronto

TORONTO - The world's most powerful leaders have begun work at the G20 Summit on a long-term plan to stabilize the faltering global economy, undeterred by violent protesters determined to stymie their efforts.

Leaders flew in from around the globe Saturday to kick off a day and a half of discussions on financial regulations, budget cuts and economic stimulus.

They arrived to chaos around the heavily secured summit site in the heart of downtown, a think plume of smoke rising into the air as bands of roving militants dressed in black smashed shop windows, taunted police, and set at least four cruisers ablaze.

Hundreds of police in riot gear marched in waves through the streets, pounding their shields and clearing protesters far from the security zone.

Leaders were able to attend a working dinner at the regal Royal York Hotel where they were to make short presentations about how they would put their economies on a stable path.

They're consumed with a riddle: how can deficit-ridden countries cut spending and clean up their books without undermining the fragile strength in their economies?

Prime Minister Stephen Harper and other leaders appeared to be making progress on their call for steep government spending cuts to restore fiscal order.

"On the economy, you rightly say we have a big deficit problem which we have to address. But of course we want to do it in a way that encourages growth, which is why we are focusing on spending reductions," newly minted British Prime Minister David Cameron said Saturday.

"We are aiming at the same target, which is world growth and stability. But those countries with big deficits like ours have to take action in order to keep that level of confidence in the economy which is absolutely vital for growth."

In the wake of the Greek sovereign debt crisis, Cameron and several European leaders have introduced harsh budget cuts in order to control his large deficit, and also buy the confidence of financial markets.

U.S. President Barack Obama has a different approach, however. He, too, has an enormous deficit, but wants to make sure the recession is completely stamped out and people are back to work before he starts tightening his belt. He has suggested having more stimulus at the ready, just in case the global economy takes another turn for the worse.

Both approaches have serious implications for the world. Belt-tightening in Europe means weaker domestic consumption and less demand for imports. But adding to an already-large deficit risks inviting the wrath of investors.

So the G20 asked the International Monetary Fund to put together some policy options that would get the global economy out of its funk. The IMF's response was obtained by The Canadian Press, and it suggests countries that responses like Cameron's are on the right path.

Indebted countries need to cut, but carefully, the report says. Cuts should be made to government spending in a way that doesn't weaken the private sector. They shouldn't be too deep at first, and ramp up when economic growth is more solid. And if governments have to raise taxes too, they should raise their sales taxes, not their income taxes, the IMF report advises.

Harper, Cameron and others recognize the need to keep stimulus in place until employment recovers, but they want to see detailed, solid plans for fiscal control in the near term.

The Toronto summit is unlikely to produce recovery plans for every country, but the G20 may be able to agree on targets for groups of countries.

Harper has recommended that advanced, indebted countries cut their deficits in half within three years, and put their debt loads on a downward track within five years - a proposal that is gaining considerable support among the G20 leaders. European Commission President Jose Manuel Earroso said that proposal will likely be accepted.

After wrapping up the G8 summit in cottage country north of Toronto earlier Saturday, Harper was convinced that the world leaders would be able to work out their differences on financial regulations and balanced growth.

"Given the nature of the events and the challenges that confront us, I have never seen a G8 more fundamentally united in purpose, more frank in its discussions," he said. "And I think that will carry forward into the G20."

He said there was broad agreement among the G8 leaders on the need to prevent any "cascading events" that could lead to another financial meltdown.

Harper won moral and financial support for his maternal-and-child health initiative despite controversy over his insistence that Canada will not let its money go to pay for abortions. The $5 billion committed was less than many had hoped for, but insiders say Harper never aspired to more than that, given the fiscal straits many of the G8 countries are in.

Several thousand protesters marched peacefully through the streets of Canada's biggest city to protest a range of issues, from poverty to financial reform. Later, another group of several hundred moved into the financial districts where a smaller number of instigators turned violent.

Riot police armed with a tear gas cannon kept them away from the security zone before moving to clear the streets. Several protesters were wounded and a newspaper photographer was shot in the backside by police with a rubber bullet. Another had an officer point a gun in his face despite identifying himself as a journalist.

The government has come under heavy criticism for spending $1.24 billion on the summits - more than its new commitment for the centrepiece maternal health initiative - including $930 million for security.

French President Nicholas Sarkozy didn't do Harper any favours, boasting that he will spend "10 times less" at next year's G8 summit in Nice, France.

The 43-point G8 communique admonishes Iran and North Korea for their nuclear activities and holds North Korea responsible for the sinking of a South Korean warship last march.

The countries have become international pariahs for their nuclear ambitions, oppressive regimes and inflammatory rhetoric.

"The world must see that what they spend on these weapons will not be the only costs they incur," Harper said.

There was little new on the environment, other that to reiterate a commitment to cut global greenhouse gas emissions in half by 2050 and ensure economies are "climate resilient."

Among other key points in the communique:

- Recognition that the situation in Gaza is "not sustainable" and a call for progress on the establishment of a State of Palestine.

- Continued support for African development.

- Reaffirmation of a commitment to support Afghanistan in its process of transition and development.

- A call on the government of Myanmar to allow for free and fair elections.

- Concern about the threat of terrorist groups and their increasing presence in Yemen, Somalia and across the Sahel, and the threat of growing links between terrorists, other criminals and insurgents.

Harper has frequently argued that the G8 deserves to live a long life, even though the G20 has clearly taken the helm in global economics. The prime minister repeated his assertion that it will always be beneficial for "like-minded" G8 countries to meet.

The G8 consists of Canada, the U.S., Britain, France, Germany, Italy, Japan and Russia.

    There were 25,000 peaceful demonstrators all very concerned about how the G8/G20 leaders can come up with 17 trillion for bank bailouts and only a measly 5 billion for women/children and at the same time promote privatization and deregulation which got us into this economic mess in teh first place -that is the story.

    The two CTV newswomen covering this are so anti police it is amazing that they are still on the air. Asking one of those arrested if they were comfortable. had enough to eat, etc. I went through this myself many years ago and was shocked at what the media would do to get the people riled up. The majority of the protestors are plainly students and
    are putting on a show for the cameras at the prompting of the news crews. Take
    away the cameras and you take away their stage.

    Plain and simple, you want to fight, join the Army and go overseas. You wouldnt make it past basic training. You cowards that wear hoods and cover your face, should be arrested on site for conceiling your idenity. Protesters are not Canadians, you are all terrorists. Lock them up.

    The peaceful protesters don't hide behind masks and scarves. Don't rule out police provocateurs as they were caught inciting violence in the Monticello, Quebec protest of 2007. An easy way for them to dismantle a peaceful gathering.

    The violent protesters are being aided by the peaceful protesters because they refuse to come out and categorically denounce the violence. The peaceful protesters feel the morons who are just there to cause violence attract the journalists and TV cameras so they put up with it. They are as guilty of violence as the so called anarchists even though they do not actually partake in it. People like Leo Broderick and Maude Barlow have a lot to answer for because they do not really and forcefully condemn the violence. In some ways they embrace it because they feel it helps their cause. They are no better than the idiots breaking windows and burning police cars even though they may not actually participate, but they are no less guilty.

    I don't believe it for one second. There were EASILY enough well-equipped, fully-trained armored police troops to prevent the loss of police cars. This smells of agent provocateur nonsense. Fully armed riot cops retreating and giving up assets to a few idiots in bandannas? Yeah, pull the other one. Every picture I've seen so far has featured more police than protesters.

    -I've heard from more than one person, After that kind of billion dollar security expense, I'll be really pissed off if there isn't some kind of violence to make it worthwhile!

    I think this was a bullshit P.R. stunt designed to justify the price tag on this event; and worse, to further color public perception, proving to the world that police state tactics are required for the population. Selling fascism one G20 at a time. When the economy collapses, the social engineering needs to be in place.

    I bet you ANYTHING that on a balance sheet somewhere, those police cars are written off as a publicity expense.

    And those black-hood goons were probably hired and groomed by the secret services or somebody for this display. What a sick joke.

    The morons causing the violence know their cause is not just because they hide behind masks and scarves. They are cowards who know they do not have the support of the majority so they hide their identity. They have no principles, ethics or morals and are there only for the violence.
    If the media were to stop covering the violence it would stop. The rioters cause violence and media feed on it. They have a symbiotic relationship. They need each other, but it is up to the media to break that relationship. With no media, people like Jaggi Singh would cease to exist and the violence at these summits would die down. It may not go away, but it would ease considerably.
    The media love it and lap it up and fall right into the clutches of the anarchists who play the TV and newspapers like a violin. That is why the peaceful protesters welcome the anarchists.
    Cover the summits, but ignore the violence and it will cease to exist. The anarchists crave attention, but when there is no attention they will die.

    As a Canadian I am ashamed and embarrassed by the actions of these low lifes at the summit. While our young men and women are dying in Afghanistan to protect their rights and freedoms. These thugs disgrace Canada on the world stage. They are so lucky they are not protesting in a third world country where the police would beat and shoot them.

    car is almost completely engulfed in flames..yet lowlife in the photo above thinks (and I use the term 'think' quite loosely) one more kick somehow proves something. These people (and I use the term 'people' quite loosely) aren't about protesting or change. They are vandals and thugs coming out of their caves for the sake of being violent.

    Get these events out of cities like Toronto and put them in places that can be properly secured.

    Watching this it occurs to me that the political far left and the far right really aren't so different.

    Both use violence as a means to an end, and each blames the other for using violence.

    The only difference lies in their ends. But if the means (ie--violence) are the same, then I don't want to associate myself with either.

    Hmm...I think we can all see that the scum bags in hoods are just @#! disturbers & not protesters. Having said that, I don't even know what the protesters are protesting....what..'save the seals'...have not seen any news coverage on that?? They really should research whether a large police presence creates a stage for something like this to happen. Many of you don't see how - 'perhaps overboard' they went with police standing in the streets. If you were visiting TO, you would be overwhelmed by this presence. Someone commented on the police doing a good job...however remember...not all police are good..and some of the bad ones - who I'm sure are abusing powers and taking advantage of this situation. Maybe, they should have used military personal for this instaed of police. There is a percentage of the public that hate police & that will not change until we have a responsible govt clean police services up...so maybe a military presence changes the tone. People don't have anything against our soldiers...mostly because they have had no daelings with them...just a thought.

    Harper Hastogo - There was violence at these summits before there was total lockdown of them. The lockdown is in large part due to the violence. The criminals use the fence and the police presence as a way to rationalize their violence which of course cannot be rationalized. Most of the protesters were peaceful, but they have to stand up and very loudly denounce the thugs and criminals which until now they have not done.

    And how many of these thugs were RCMP/Police Decoys starting some of this violence like the Ones who got caught before in Montral and Halifax?

    Oddly high amount of comments on this story. Not really since the G20 police attacked reporters and used agent provocateurs yet again, they now have been told to each post 5 comments a day that are positive for police.

    This violence is a side effect of the locked down, totalitarian government in Canada. Legitimate protesters for this dog and pony show called the G8 Summit
    have no place to express their views so we're left with fringe groups and trouble makers taking it out on the first line of authority, the police department.

    Who's bright idea is it to leave police vehicles in a potentially vulnerable situation for morons to torch. Not a smart bunch running the forces in Toronto and Montreal. Hate to see the bill for destroyed police cruisers the last couple of years in both cities.

    Why didn't Harper hold his meetings at an army base someplace ... and save all our money which could have been spent to assist those living in poverty and other important areas where the billions are needed.... I really believe Harper wanted to look good on the world scene in holding the G-8, G-20.... It make me sick..... so I am just wondering?

    Harper Hastogo - There was violence at these summits before there was total lockdown of them. The lockdown is in large part due to the violence. The criminals use the fence and the police presence as a way to rationalize their violence which of course cannot be rationalized. Most of the protesters were peaceful, but they have to stand up and very loudly denounce the thugs and criminals which until now they have not done.

    Hmm...I think we can all see that the scum bags in hoods are just @#! disturbers & not protesters. Having said that, I don't even know what the protesters are protesting....what..'save the seals'...have not seen any news coverage on that?? They really should research whether a large police presence creates a stage for something like this to happen. Many of you don't see how - 'perhaps overboard' they went with police standing in the streets. If you were visiting TO, you would be overwhelmed by this presence. Someone commented on the police doing a good job...however remember...not all police are good..and some of the bad ones - who I'm sure are abusing powers and taking advantage of this situation. Maybe, they should have used military personal for this instaed of police. There is a percentage of the public that hate police & that will not change until we have a responsible govt clean police services up...so maybe a military presence changes the tone. People don't have anything against our soldiers...mostly because they have had no daelings with them...just a thought.

    There were 25,000 peaceful demonstrators all very concerned about how the G8/G20 leaders can come up with 17 trillion for bank bailouts and only a measly 5 billion for women/children and at the same time promote privatization and deregulation which got us into this economic mess in teh first place -that is the story.

    The two CTV newswomen covering this are so anti police it is amazing that they are still on the air. Asking one of those arrested if they were comfortable. had enough to eat, etc. I went through this myself many years ago and was shocked at what the media would do to get the people riled up. The majority of the protestors are plainly students and
    are putting on a show for the cameras at the prompting of the news crews. Take
    away the cameras and you take away their stage.

    The peaceful protesters don't hide behind masks and scarves. Don't rule out police provocateurs as they were caught inciting violence in the Monticello, Quebec protest of 2007. An easy way for them to dismantle a peaceful gathering.

    The violent protesters are being aided by the peaceful protesters because they refuse to come out and categorically denounce the violence. The peaceful protesters feel the morons who are just there to cause violence attract the journalists and TV cameras so they put up with it. They are as guilty of violence as the so called anarchists even though they do not actually partake in it. People like Leo Broderick and Maude Barlow have a lot to answer for because they do not really and forcefully condemn the violence. In some ways they embrace it because they feel it helps their cause. They are no better than the idiots breaking windows and burning police cars even though they may not actually participate, but they are no less guilty.

    I don't believe it for one second. There were EASILY enough well-equipped, fully-trained armored police troops to prevent the loss of police cars. This smells of agent provocateur nonsense. Fully armed riot cops retreating and giving up assets to a few idiots in bandannas? Yeah, pull the other one. Every picture I've seen so far has featured more police than protesters.

    -I've heard from more than one person, After that kind of billion dollar security expense, I'll be really pissed off if there isn't some kind of violence to make it worthwhile!

    I think this was a bullshit P.R. stunt designed to justify the price tag on this event; and worse, to further color public perception, proving to the world that police state tactics are required for the population. Selling fascism one G20 at a time. When the economy collapses, the social engineering needs to be in place.

    I bet you ANYTHING that on a balance sheet somewhere, those police cars are written off as a publicity expense.

    And those black-hood goons were probably hired and groomed by the secret services or somebody for this display. What a sick joke.

    The morons causing the violence know their cause is not just because they hide behind masks and scarves. They are cowards who know they do not have the support of the majority so they hide their identity. They have no principles, ethics or morals and are there only for the violence.
    If the media were to stop covering the violence it would stop. The rioters cause violence and media feed on it. They have a symbiotic relationship. They need each other, but it is up to the media to break that relationship. With no media, people like Jaggi Singh would cease to exist and the violence at these summits would die down. It may not go away, but it would ease considerably.
    The media love it and lap it up and fall right into the clutches of the anarchists who play the TV and newspapers like a violin. That is why the peaceful protesters welcome the anarchists.
    Cover the summits, but ignore the violence and it will cease to exist. The anarchists crave attention, but when there is no attention they will die.

    Get these events out of cities like Toronto and put them in places that can be properly secured.

    Watching this it occurs to me that the political far left and the far right really aren't so different.

    Both use violence as a means to an end, and each blames the other for using violence.

    The only difference lies in their ends. But if the means (ie--violence) are the same, then I don't want to associate myself with either.

    Why didn't Harper hold his meetings at an army base someplace ... and save all our money which could have been spent to assist those living in poverty and other important areas where the billions are needed.... I really believe Harper wanted to look good on the world scene in holding the G-8, G-20.... It make me sick..... so I am just wondering?

    Who's bright idea is it to leave police vehicles in a potentially vulnerable situation for morons to torch. Not a smart bunch running the forces in Toronto and Montreal. Hate to see the bill for destroyed police cruisers the last couple of years in both cities.

    Harper Hastogo - There was violence at these summits before there was total lockdown of them. The lockdown is in large part due to the violence. The criminals use the fence and the police presence as a way to rationalize their violence which of course cannot be rationalized. Most of the protesters were peaceful, but they have to stand up and very loudly denounce the thugs and criminals which until now they have not done.

    Hmm...I think we can all see that the scum bags in hoods are just @#! disturbers & not protesters. Having said that, I don't even know what the protesters are protesting....what..'save the seals'...have not seen any news coverage on that?? They really should research whether a large police presence creates a stage for something like this to happen. Many of you don't see how - 'perhaps overboard' they went with police standing in the streets. If you were visiting TO, you would be overwhelmed by this presence. Someone commented on the police doing a good job...however remember...not all police are good..and some of the bad ones - who I'm sure are abusing powers and taking advantage of this situation. Maybe, they should have used military personal for this instaed of police. There is a percentage of the public that hate police & that will not change until we have a responsible govt clean police services up...so maybe a military presence changes the tone. People don't have anything against our soldiers...mostly because they have had no daelings with them...just a thought.

    The two CTV newswomen covering this are so anti police it is amazing that they are still on the air. Asking one of those arrested if they were comfortable. had enough to eat, etc. I went through this myself many years ago and was shocked at what the media would do to get the people riled up. The majority of the protestors are plainly students and
    are putting on a show for the cameras at the prompting of the news crews. Take
    away the cameras and you take away their stage.

    There were 25,000 peaceful demonstrators all very concerned about how the G8/G20 leaders can come up with 17 trillion for bank bailouts and only a measly 5 billion for women/children and at the same time promote privatization and deregulation which got us into this economic mess in teh first place -that is the story.

    The peaceful protesters don't hide behind masks and scarves. Don't rule out police provocateurs as they were caught inciting violence in the Monticello, Quebec protest of 2007. An easy way for them to dismantle a peaceful gathering.

    The violent protesters are being aided by the peaceful protesters because they refuse to come out and categorically denounce the violence. The peaceful protesters feel the morons who are just there to cause violence attract the journalists and TV cameras so they put up with it. They are as guilty of violence as the so called anarchists even though they do not actually partake in it. People like Leo Broderick and Maude Barlow have a lot to answer for because they do not really and forcefully condemn the violence. In some ways they embrace it because they feel it helps their cause. They are no better than the idiots breaking windows and burning police cars even though they may not actually participate, but they are no less guilty.

    The morons causing the violence know their cause is not just because they hide behind masks and scarves. They are cowards who know they do not have the support of the majority so they hide their identity. They have no principles, ethics or morals and are there only for the violence.
    If the media were to stop covering the violence it would stop. The rioters cause violence and media feed on it. They have a symbiotic relationship. They need each other, but it is up to the media to break that relationship. With no media, people like Jaggi Singh would cease to exist and the violence at these summits would die down. It may not go away, but it would ease considerably.
    The media love it and lap it up and fall right into the clutches of the anarchists who play the TV and newspapers like a violin. That is why the peaceful protesters welcome the anarchists.
    Cover the summits, but ignore the violence and it will cease to exist. The anarchists crave attention, but when there is no attention they will die.

    I don't believe it for one second. There were EASILY enough well-equipped, fully-trained armored police troops to prevent the loss of police cars. This smells of agent provocateur nonsense. Fully armed riot cops retreating and giving up assets to a few idiots in bandannas? Yeah, pull the other one. Every picture I've seen so far has featured more police than protesters.

    -I've heard from more than one person, After that kind of billion dollar security expense, I'll be really pissed off if there isn't some kind of violence to make it worthwhile!

    I think this was a bullshit P.R. stunt designed to justify the price tag on this event; and worse, to further color public perception, proving to the world that police state tactics are required for the population. Selling fascism one G20 at a time. When the economy collapses, the social engineering needs to be in place.

    I bet you ANYTHING that on a balance sheet somewhere, those police cars are written off as a publicity expense.

    And those black-hood goons were probably hired and groomed by the secret services or somebody for this display. What a sick joke.

    Watching this it occurs to me that the political far left and the far right really aren't so different.

    Both use violence as a means to an end, and each blames the other for using violence.

    The only difference lies in their ends. But if the means (ie--violence) are the same, then I don't want to associate myself with either.

    Any of you lumping those protesting peacefully (yes 'vick' they do exist) with the minority of radicals and thugs should give your heads a shake.

    stop wasteful spending, cut taxes and take restrictions of companies is the only way to get out of this depression and relive country debt loads.More pork and specil intrest grants will only sink us deeper

    Hmm...I think we can all see that the scum bags in hoods are just @#! disturbers & not protesters. Having said that, I don't even know what the protesters are protesting....what..'save the seals'...have not seen any news coverage on that?? They really should research whether a large police presence creates a stage for something like this to happen. Many of you don't see how - 'perhaps overboard' they went with police standing in the streets. If you were visiting TO, you would be overwhelmed by this presence. Someone commented on the police doing a good job...however remember...not all police are good..and some of the bad ones - who I'm sure are abusing powers and taking advantage of this situation. Maybe, they should have used military personal for this instaed of police. There is a percentage of the public that hate police & that will not change until we have a responsible govt clean police services up...so maybe a military presence changes the tone. People don't have anything against our soldiers...mostly because they have had no daelings with them...just a thought.

    Harper Hastogo - There was violence at these summits before there was total lockdown of them. The lockdown is in large part due to the violence. The criminals use the fence and the police presence as a way to rationalize their violence which of course cannot be rationalized. Most of the protesters were peaceful, but they have to stand up and very loudly denounce the thugs and criminals which until now they have not done.
