The tender for the redevelopment of the Charlotte Court senior citizens complex in Charlottetown, estimated at more than $11 million for the P.E.I. economy, was officially awarded Monday to Killam Properties.
Killam's P.E.I. agent APM will be the project manager. Charlotte Court is a 48-unit subsidized seniors housing facility located at 300 North River Rd.
Tim Banks, the chief executive officer of APM, is leading the redevelopment. Banks is also a director of Killam Properties. Killam Properties will own and operate Charlotte Court as an addition to its Island portfolio.
"Killam Properties' undertaking of the Charlotte Court redevelopment is a tremendous investment in the Prince Edward Island economy, upwards of $11 million," said Banks.
"It will be realized throughout the Island economy, providing new jobs through construction of the facility and its ongoing operations and increased choice with a high quality new housing product."
Details of the project were released Monday by Senator Mike Duffy, on behalf of Diane Finley, minister responsible for Canada Mortgage and Housing Corporation. Also on hand was Janice Sherry, P.E.I. minister of Community Services, Seniors and Labour.
Funding of almost $1.5 million comes from Canada's Economic Action Plan, while the federal and provincial governments are contributing equally to this overall investment of $8.54 million under the amended Canada-Prince Edward Island Affordable Housing Program Agreement.
In March, the P.E.I. government issued a tender for the redevelopment of the aging facility. APM, acting as the agent and project manager for Killam Properties, put together the winning proposal for the redevelopment of the facility.
The proposal is to provide a newly constructed, modern and energy-efficient apartment complex designed to maximize the potential of the site and to provide a positive living environment for current and future tenants.
The redeveloped property will offer 48 units at an affordable rental rate subsidized and overseen by the Department of Community Services, Seniors and Labour, in the same fashion as those subsidies previously offered to tenants at Charlotte Court.
The new Charlotte Court will be a three-storey building with amenities including an elevator, common gathering room, laundry facilities on each floor and a fitness room. A suite mix of units, larger than those offered at the current Charlotte Court, will be constructed with one- and two-bedroom suites, including a complement of barrier free units.
Construction is anticipated to begin in early August.
Killam Properties currently owns and manages 12 multi-tenant buildings in Charlottetown, including Bridlewood Apartments and 198 Spring Park Rd. which are newly constructed buildings catering to seniors with elevators and other barrier free amenities.
Twelve of the units will be designated for seniors with disabilities.

I really can't believe the negative comments for a development that is good news for all Islanders. When the original story was released a few months ago, people were all over the government to lep into action and do something, and now that they have people are complaing????????

Can you please explain to me how that is different from any other construction project. They build it, then they build another project. it's pretty much how the industry works. If it were not for this project, then this work would not be available. Seems pretty simple.

In cases such as this I believe the word contribute means give to the tune of 1.5 and 8.54 millions, all taxpayer dollars. Got to mean give as the article doesn't say loans . And after the completion of construction the property will be owned and operated by Killam which means more taxpayer dollars in their pockets via the subsidized rents. I have to admit to being uneducated when it comes to deals like this. The people who actually pay to have this construction done will not have any ownership. The company who received the people's money will have 100 % ownership plus rental monies. And when the construction is finished so are the construction jobs. And when the move is made from old to new I would imagine, or hope, that the people already staffing Charlotte Court will keep their jobs. So that doesn't leave a great deal of new positions to fill.
I m just trying to figure out where that eleven million comes in to flow into taxpayers pockets. My math says there is over ten million being given so that doesn't leave eleven million to the good.
One has to subtract expenditures before arriving at a profit. I'm always amazed at how government puts a spin on expenses to make it sound like taxpayers are getting rather than giving . The good that arises from this will be the seniors getting a decent place to live. That I do agree with. -
